Face: Dab 1/2 cup vanilla frosting below 36 mini semisweet chocolate chips. Onto 12 large marshmallows, press two eyes and one nose.
Hair: Combine a drop of green food coloring and a drop of water in a small ziplock. Shake with 1/4 cup flaked coconut. Spread a bit of frosting on sides of marshmallows. Press coconut hair into frosting.
Hat: Spread frosting in the center of 12 chocolate wafers. Press 12 mini peanut butter cups upside down into frosting. Lightly spread bottoms of 12 chocolate kisses with frosting; place on peanut butter cups
Brim: Place 3 T of frosting in a small ziplock; tint orange with red and yellow food coloring. Cut a small hole in the corner of the bag; insert a small star tip. Pipe frosting stars around the base of each peanut butter cup. Secure a hat to each witch with a dab of frosting.
